SNH no objection to Edinbane windfarm

SNH Press Release

Issued: 23rd November 2004

SNH no objection to Edinbane windfarm

Scottish Natural Heritage has decided to maintain its position of a non objection to proposals for a wind farm at Edinbane on Skye, after agreeing to review its position in light of new information on eagle activity in the area.

SNH was not an objector to the proposals when an application was determined in 2002. However, when a second application was lodged for a wind farm at Ben Aketil, adjacent to the Edinbane site, the accompanying environmental assessment for that development raised new questions about the possible effect on eagles of the Edinbane development.

Both developments have to be assessed in the context of any potential impact on the Cuillin Special Protection Area (SPA), recognised under the EC Wild Birds Directive for its golden eagle population.

The new information included an assessment of the cumulative impact of Edinbane and Ben Aketil wind farms on golden eagles and predicted that, on average, one golden eagle would collide with turbine blades every 1.5 years with most risk arising at Edinbane.

This prompted SNH to review its position on the Edinbane proposals, for which planning consent, while approved, had not yet been issued. This review took the form of a thorough appraisal of a revised collision risk assessment provided by the developer.

In a letter of November 19th to Highland Council Planning director, John Rennilson, SNH area manager for West Highland, Dr. Greg Mudge, said: "We remain of the view that the existing data on eagle flight activity are limited and that an assessment of the likely impacts of the scheme on golden eagles still contains an element of uncertainty. However, we accept that the revised analysis provides sufficient comfort that the risks to the Skye and to the Cuillin SPA eagle populations can be managed."

Dr Mudge then confirmed SNH´s continued position of not objecting to the proposals subject to three conditions. The first is that a range of agreed mitigation measures should be put in place to reduce the potential impacts of the scheme on raptors. This should include consideration of re-locating or removing a small number of individual turbines.

SNH has also asked that formal agreements be reached on the monitoring of any raptor mortality during operation of the wind farm, and on the collection of data on raptor flight activity during August to December 2005 to inform understanding of the use of the site by sub adult eagles.

Commenting on the revised position, Greg Mudge, said it was a balancing act to ensure use of the area in this way was environmentally sustainable. He added: "The Directive requires that the qualifying interests of SPAs be safeguarded in the context of future development and proposals have to be assessed on that basis. The process is hampered by a relative lack of detailed scientific information available to us at present to fully assess the impacts of wind farms on many species, including eagles. This is why we have had to take this precautionary approach and were prompted to give further consideration to our position as new information came to light. We are however now confident that, while the risk to eagles may be greater than originally anticipated, this can be addressed through modifications to the proposals, and having monitoring and data collection systems in place."

Ends.
